2025 Municipal Election
Election day is Monday, October 20, 2025.
Being a member of Council is a challenging and rewarding experience. This is your opportunity to have your voice heard and represent the best interests of the residents of the Town of Castor. If elected as a member of Council, you will have the opportunity to shape the future of your municipality.

Nominations
The Nomination period runs from January 1, 2025 through to September 22, 2025, with the deadline to submit papers being 12:00 p.m. noon on September 22, 2025. Please note that the Town office is closed on January 1, 2025. Candidates can begin filing their nomination papers on Thursday, January 2, 2025.

Time Commitment
As a member of Council you will face demands of your time. In addition to regular meetings you will be expected to attend special meetings, sit on committees and attend various public meetings and functions. To get an idea of how much time is involved consider speaking to a current Councillor.

Term of Office
Town Councillors serve a four year term. This term begins at the first meeting of Council after the election and continues until the first meeting of Council after the next election, unless their offices are vacated sooner.

Multi-Use Facility Refurbishment Project
Project Overview
Through Prairies Economic Development Canada (PrairiesCan) (through the Canada Coal Transition Initiative (CCTI) and Canada Coal Transition Initiative – Infrastructure Fund (CCTI-IF)), the Town of Castor is receiving $891,000 to reconstruct and convert our Town campgrounds into multi-functional venues through the necessary infrastructure to support economic diversification and foster continual growth in the community and surrounding area.
Project Timeline
- Design: March 2024 to September 2024
- Construction: Work started August 2024 with completion Spring 2025
- Marketing: Spring and Summer 2025

Richard Elhard
I was born and raised in the Castor area. I am semi-retired from a total farm operation having downsized to managing and operating a hay operation called Lane's Lake Hay Sales.
My wife Beth and I raised two children on the farm who also live in the area. We moved to town life in 1993 and we have enjoyed being a part of the community. For many years we were kept busy attending events that our children and grandsons were involved in.
In 2013 I was encouraged to run for Town Council of which I was elected as a Councillor. Working my way up through the process I became Deputy Mayor in 2014 and have been involved as Mayor since 2017.
I think we have a wonderful community and I believe in this community. I certainly have enjoyed being invested in working for the people of Castor. I bring a lot of life experiences and years of working hard to getting projects done for the municipality. It was not done alone as I have been fortunate to have a great council to work with. I would like to extend to Deputy Mayor Tony Nichols, Councillor Rod Zinger and Councillor Lonny Nelner my deepest thanks for their commitment and years as Town Councillors and wish them all the best as they retire from Council.
I would be happy to continue on the Town of Castor Council if you, the people with to elect me.
Trudy Kilner
My name is Trudy Kilner. Barrie and I moved to Castor in 2013. We were looking for a small close knit community and found it in Castor.
I became a councillor four years ago and during this period I have gained experience and knowledge which will assist me in this upcoming term.
Kevin McDougall
My name is Kevin McDougall and I am running to become 1 of 7 of our town councillors in this years election. I have lived in the Castor area for 20 years, moving out here from B.C. to work in the oil and gas sector, and just recently took on the job as manager for Paintearth Waste Management. I have also been a member of the castor fire department for 14 years. My common law partner Crystal and I reside in the town of Castor, and we have a 4.5 year old son. I also have another Son and Daughter who reside in B.C.
I am seeking re-election as a Castor town councillor, I have seen tremendous growth in our community since I was elected a councillor in a by-election in 2019, I would like to continue to see our community grow and continue to move forward over the next 4 years. There are several major projects that this new council will be facing and I hope my experience will assist this new council to make correct decisions for our town. Castor is a young and vibrant community with outstanding growth potential, with your help I would like to continue to play an active role in shaping our community by:
A) listening to concerns and desires of the community and business people.
B) using my position on council to bring forward those concerns into a forum where they will be given representation.
C) providing outgoing feedback to the constituents as to the outcome of decisions council takes to their concerns.
I believe that communication is the most important task of a member council, we must listen to the citizens and provide information regularly and effectively.
I hope I can have your support to be re-elected to another term.

Shawn Peach
I was born and raised in British Columbia, I moved to Alberta (Peace River Country) when I was 16, I graduated in the town of Falher where I resided for 12 years and where I met my former wife. We raised three children living in the towns of Debolt, Killam and Spirit River for 13 years before settling down in the Castor area in 2009. We bought an acreage just outside if Fleet. In 2013 I moved into Castor where I am current a resident. In 1992 I started a career in Grocery Management for The Federated Co-op Grocery Company until 1998 when I decided to resign to become a stay home dad. I have held jobs in a grain elevator, library, and a hockey/skating arena from 2004 to 2013 when in 2013 I took a job with my current employer, Nutrien Ag Solutions. I have always stay active in my community I have resided in, by coaching soccer, showing up to events in the committee, making sure my children participated in programs run by organizations (Sports, 4h Clubs, Town Events, ETC), I have curled for the last 15 years and have been on the Curling Club Board for the last two years. For the past year I have been a member of the Castor Elks.
I have always considered running for council. It is a good time to challenge myself to experience the opportunity to run for council, to be able to work with other community members on council, giving my input in helping make informed decisions in policy making, assisting the current administration with issues that arise which will continue to make Castor a great place to live.
Donald Sisson
My name is Don Sisson and I'm going to run for Castor town council this year.
We have lived in Castor for 37 years. I have been involved with different community organizations and I feel I have the time to commit to the council.
I feel that Castor is a great place to live, work, raise a family and retire.
Brenda Wismer
My name is Brenda Wismer
I have lived in Castor area since 1970.
I am married to Jeff and have 4 grown children. I have been on Town Council for 11 yrs.
I let me name stand for re-election because I am dedicated to our small rural community.
Being involved in municipal government has given me the opportunity to directly influence issues that are important to me such as budget, seniors programs and our lodge.

Cecil Yates
I was raised on a farm by Big Knife Provincial Park until the age of 14, when I moved to Castor. After attending Gus Wetter High School I worked as a repair crew foreman for Alberta Wheat Pool for 23 years. This took me all over central and southern Alberta. I married my wife. Linda, in 1978 and we have 2 children, Chase and Lindsay.
After moving back to the south side of Castor in 2005 with my wife and son, I continued in construction and have been operating in the town limits and outlying areas ever since. Chase has now taken over management and daily responsibilities of the company so I can focus on other interests.
Linda and I are now the proud grandparents of 8 grandchildren ranging in ages from 1 to 14. This provides me with a unique perspective as I can see what business owners, young families and children are looking for in a community. I understand change is gradual but I am hoping if I become councillor I can help facilitate more recreational activities for the young families, draw more businesses to town, and keep the cost of living low enough that young families want to stay.
